OSHA Clarification

OSHA gives nod to TopLock locking mechanism as "equivalent means" of locking scaffolds

OSHA Standard 29 CFR 1926.452(w)(2) states

Scaffold casters and wheels shall be locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold is used in a stationary manner.

In a recent request to and response from OSHA they stated, "Section 1926.452(w)(2) allows the employer to use a means that is equivalent to positive wheel and/or wheel swivel locks to prevent the scaffold from moving. As long as the deployable feet that contact the floor have the same effect of rendering the scaffold immobile in all directions as would locking the wheels, their use would be considered equivalent to the use of positive wheel and/or wheel and swivel locks under this provision."
